AGENCY BACKGROUND:
MercyFirst is a not-for-profit human and social service agency that has been serving children and families in need since we were founded by the Sisters of Mercy/Hermanas de las Misericordia in 1894. Today our agency continues to address the emotional and physical needs of children and families in Brooklyn, Queens and across Long Island through innovative treatments and life-changing interventions. We provide community-based prevention and family foster care services, group homes in the community for struggling children and families within the child welfare and juvenile justice systems, and short-term residential services for unaccompanied migrant children. Each year, MercyFirst serves more than 3,000 children, teenagers and families overcome enormous obstacles, re-imagine their futures and develop their full potential.
PROGRAM BACKGROUND:
The Performance and Quality Improvement Department is responsible for the agency’s information, program and operational quality, compliance, program data tracking, reporting and quality/performance improvement processes across MercyFirst. PQI ensures MercyFirst meets all regulatory and contractual program performance and facility requirements across the agency. Led by the Chief Quality Officer, PQI staff support programs the above areas along with conducting continuous quality improvement activities such as case record reviews, utilization reviews, stakeholder surveys, KPIs and outcome measures.
SUMMARY:
The candidate will have significant knowledge of related local, state and federal regulations that affect program operations; strong oral and written communication skills; ability to formulate and sustain positive working relationships with colleagues; experience working in a multi-cultural environment; an ability to balance competing priorities and complex situations; a proficiency with database programs and an understanding and acceptance of the agency’s Core Values and the Sanctuary Model that is embraced by MercyFirst. The QI Specialist of Integrated Health will assist in overseeing compliance related activities for both foster, kinship, and residential care programs and ensures that the organization meets both programmatic targets as well as performance outcomes.
REQUIRED QUALIFICATIONS:
- A bachelor’s degree is required in a related field.
- Experience in Medicaid managed care, quality improvement and compliance and management preferred.
RESPONSIBILITIES:
- Assisting programs with monitoring adherence to Federal, State and local code and regulations and accrediting body standards and improving overall program performance.
- Conducting case record reviews and assist in preparing quarterly and annual Case Record Review reports, aggregating data, analyzing trends, and working collaboratively with program staff regarding follow-up activities and improvements, as required.
- Conducting Safety activities including: assessments and evaluations; incident/accident/grievance tracking; case reviews related to incidents; working closely with the QI Manager of IH on incident management requirements.
- Participate in program Incident Review Committee meetings, at least quarterly but usually monthly, ensuring minutes including corrective actions are recorded and prepare quarterly and annual Safety reports, aggregating incident /accident /grievance data, analyzing quarterly and annual trends and working collaboratively with program staff regarding follow-up activities and improvements.
- Assist in the preparation of quarterly and annual Internal Quality Monitoring reports, aggregating data analyzing trends and working collaboratively with program staff regarding follow-up activities and improvements, as required.
- Coordinate Client Satisfaction activities and assist in the preparation of annual Client Satisfaction Reports, aggregating data, analyzing trends and working collaboratively with program staff regarding follow-up activities and improvements, as required.
- Facilitate outcome measurement activities (Key Performance Indicators) and the submission of KPI reports including tracking key indicators throughout the year, aggregating data, analyzing quarterly and annual trends, and working collaboratively with program staff regarding follow-up activities and improvements, as required.
- Assist with medical, clinical, and fiscal staff, reconcile AccuMed data for appropriate health care tracking, reporting, and billing
- Assist with developing, as needed, and/or utilizing agency information systems for ongoing program data collection and trend analysis, aggregate and trend information in areas such as: demographics; incidents/accidents/grievances; the conduct of investigations, program-specific data, etc.
- Assist with the formulation, implementation and monitoring of corrective actions to ensure program improvement including but not limited to: policy/procedure development and review, systems development and review, establishing benchmarks, personnel assignments, training, etc., tracking the implementation of corrective actions providing follow-up, as needed, with program staff.
- Ensure the implementation requirements, as indicated in the agency Quality Improvement manual.
- Participate Quality Team meetings. Communicate results and recommendations to key audiences including the presentation of Quality Improvement reports to staff with analysis of trends. Assure recording of minutes, as appropriate.
- Serve as backup for Medicaid Managed Care Liaison

Salary Range:
$48,000 - $50,000 per year
