Location: Brooklyn, NY

Organization:

MercyFirst is a social service organization serving more than 3,200 children, adolescents, and families in New York City and Long Island on an annual basis. The organization was founded as an orphanage in the late 1800s by the Sisters of Mercy and today offers a continuum of care from health, mental health, refugee, residential, and preventive services to the most vulnerable individuals and families. MercyFirst inspires hope and promotes healing for children and families by providing quality trauma-informed services including educational opportunities for children while advocating for social change.

 

Position Objective:

Program Monitoring and Evaluation Analyst (PMEA) under the supervision of the Director of Compliance & Data Analytics will lead program evaluation and quality assurance/improvement activities utilizing data informed approaches to strengthen the child welfare prevention program. The ideal candidate will have technical knowledge, program/analysis capabilities and a strong understanding of how decision-making can be supported by timely and reliable data. PMEA will review, analyze, interpret, and succinctly summarize information from diverse sources, including documents, focus groups, and surveys. They will work alongside REACH division members on other research, evaluation, and program development projects.

 

Responsibilities

 

Quality Assurance

•        Conduct case record reviews for compliance with ACS and OCFS standards to assess quality case practice and model fidelity.

•        Assist with the implementation of the Safe Measures Dashboard (SMD).

•        Review case management data and Safe Measures Dashboard (SDH) reports to manage data quality.

•        Analyze qualitative and quantitative data, records, and reports to monitor program performance.

•        Develop plans, forms, desk guides, and other supports as needed for new initiatives.

•        Participate in program planning, including identifying resources when appropriate.

•        Comply with all federal, state, and agency security and privacy policies intended to protect client confidentiality and client health information.

 

Quality Improvement

•        Implement and oversee data management strategies and partner with programs to implement effective data collection systems.

•        Guide programs in interpreting records, Safe Measures/data reports to identify trends as well as performance strengths and areas in need of improvement.

•        Analyze and present data to programs, facilitate discussions, and provide technical assistance and training as needed to help staff understand and                       incorporate data into practice.

•        Evaluate the success of action plans, making corrections, and implementing corrective action plans as needed.

•        Develop relevant and targeted action plans for improvement based on program trends.

•        Manage quarterly and annual ACS Outcomes, Process, and Practice measures and data.

•        Assist with ACS Collaborative Quality Improvement (CoQI) responsibilities.

•        Coordinate quality assurance and quality improvement efforts across programs.

 

Research:

•        Assist with REACH departmental research activities including building robust evaluation measures and incorporating formal assessments across all                    programs.

•        Support the development of evaluation plans, grant applications, publications, and dissemination of findings from evaluation and research activities.

 

Qualifications:

•        Master's degree in social services, health, public health, policy, or related discipline.

•        Relevant training and experience in child protection/child welfare, health care, research, and policy. Willingness to learn NYC child welfare programs and             ACS requirements and systems.

•        Training in quantitative/qualitative methodological approaches.

•        Experience evaluating performance and analyzing data/metrics and knowledge of statistical techniques for predictive analytics.

•        Strong analytic and critical thinking skills.

•        Detail-oriented and ability to keep accurate, well-organized records.

•        Excellent oral and written communication skills.

•        Experience working with multiple stakeholders and develop collaborative relationships.

•        Ability to work independently, but know when to seek assistance.

•        Some travel will be required for oversight and training at program sites.

 

Computer Literacy:

•        Word, Excel, PowerPoint, and the ability to learn city state and federal data systems including NYC/ACS – CONNECTIONS and PROMIS databases.

•        Demonstrated proficiency in the use of statistical software (e.g., SPSS, Stata, R, and/or SAS) as well as qualitative research software (e.g., Atlas.Ti, Dedoose).

Salary range 50,000-60,000
